There is only two ways:
1. If you have a lot of free time and high coding experience you may write your own HTML parser for VGUI.
2. Ask someone to do this job for you. Not for free of course.
Actually we need HTML for sliders, etc. We`re making mod called go-mod, it`s recreation of Garry`s Mod on GoldSource engine. Maybe there is a way to implement some VGUI engine or something like that ?
We have completed a lot, but, go-mod 1 [much effects], go-mod 2 [much effects], go-mod 3 [less effects], go-mod 4 [actually recoding]. Go-Mod 4 will be based on sohl and we removed much because of entity limit, then we got amxx to work, uh... long story. We had forums but community leaked our project so we stop administrating it. Now we`re creating it again with "enhanced" rules. Also if you`ll look on images on our page you`ll see lot of kids (using non-steam) to play our mod. That`s why we`re making non-steam protection for checking authid ingame.
supra36, i don't know what do you want, but there is menu, which can activate and deactivate detail textures. Just create file "commandmenu.txt" in your mods directory and edit it:

And write into "autoexec.cfg"
"bind g +commandmenu"
Then start game and press "J".
Of course, this is not HTML. But this is simple in-game menu for graphics settings.
But opportunities of this file are limited.
Well, this looks like HTML page. So they probably have some HTML VGUI class in CS, but there is no such class in HL SDK 2.3.
And what about slider? I see only a standard VGUI scrollbar on the right.
